A New York resident must have a Class M or Class MJ driver's license or motorcycle learner's permit to operate a motorcycle or scooter. This 20 question test includes both motorcycle and roadway questions, and must be taken at a DMV .
Scooter Riders! Any two wheeled motorized vehicle that can go faster than 30 mph regardless of the engine size requires the driver to have a motorcycle license. You can use a scooter to get your motorcycle license for the DMV road test.

JUNIOR OPERATORS
If you are between the age of 16-18 years old, your parent or legal guardian must sign the consent section of form MV-44 (Driver License Application). Your parent or legal guardian is not required to go to the DMV office.
To apply for a learner's permit, bring MV-44 (Driver License Application) and cash, a personal check or a credit card to pay the application fee and the driver's license fee. You must also bring the required proof of name and date of birth; and pass a vision and written test.If you are under 18, your permit must be valid for 6 months before you can attempt to obtain a motorcycle license.
